HOME REPAIR AND REHABILITATION SERVICES | REBUILDING TOGETHER - STEPHENSON COUNTY

Rehabilitates the houses of low-income homeowners (particularly the elderly, disabled, and families with children) so that they may continue to live in warmth, safety and independence. All work is provided free of charge to the homeowner. Referrals come from health and human service agencies, community and faith-based organizations, service groups, case managers, and individuals. The homeowners, if physically able, work with the volunteers in the spirit of neighbor helping neighbor. Home assessments determine a home's eligibility based on national and local criteria.

Repairs vary from painting and trash removal to minor repairs such as electrical or plumbing work. Smoke detectors and new locks may be installed. Home modifications and accessibility needs given priority. The repairs must be able to be completed in one day; no major structural repairs and no tree removal.

HOUSING REHABILITATION LOAN PROGRAMS | ROCK ISLAND CITY OFFICES

Offers three types of housing rehabilitation loans, designed to help homeowners who are struggling to get repairs done on their own. The assistance is provided in the form of a forgivable loan to income qualifying applicants and is only available to City residents who own their own house.

- Emergency Assistance Program is open to property owners in any part of the City but is limited to a small number of eligible activities. The program can help with inoperable furnaces/boilers, water heaters, broken water lines or sewer laterals, non-compliant electrical weather heads, severely damaged roofs, and exterior accessibility issues for elderly and disabled persons. This program aims to provide help quickly.

- General Assistance Program exists to help property owners who live in any part of the City. Activities can include a wide range of things including repairs or replacement of principle fixtures and components, water and energy efficient improvements, repair or replacement of water lines or sewer laterals, and improvements to remedy barriers that restrict the mobility and accessibility of elderly or disabled persons. Common exterior items that qualify under this program are roofs, entryways, stairs, and porch repairs. Common interior items that qualify under this program include stairways, plumbing, electrical panels, and mechanical equipment.

- The Home Repair and Accessibility Program (HRAP) is designed to provide financial assistance to homeowners with housing rehabilitation needs. The assistance is provided in the form of a grant to qualified low-to-moderate income homeowners residing within the corporate limits of the City of Rock Island. This program assists income-eligible households with needed home repairs and/or accessibility modifications. Priority will be given to rehabilitation items addressing health and safety hazards and local code violations.

* Full Rehabilitation Projects:

- Income eligible households may utilize up to $50,000 of funds to repair their homes and remove health and safety hazards by replacing costly maintenance items.

* Accessibility Projects:

- Income eligible owner-occupied households with at least one senior or disabled resident, may utilize up to $50,000 of funds for accessibility modifications and removal of health and safety hazards by replacing costly maintenance items.

* Roof Only Projects:

- Income eligible households may utilize up to $25,000 to cover new/repairs for roofs, soffits, gutters, and downspouts. These homes must not have other major health and safety issues.

Business and Industry Loan Guarantees are available for business and industrial development in rural areas to create and maintain employment, expand and to improve economic climate.

Community Facilities Direct and Guaranteed Loans and Grants are available for community service facilities in rural areas such as libraries, clinics, fire and rescue buildings and equipment, etc.

Cooperative Services helps rural residents form new cooperatives and multiple owner businesses and improve operations of existing cooperatives in rural areas.

Direct and Guaranteed Home Ownership provides loans to purchase or construct single family homes in rural areas for very low/low/moderate income households.

Direct Farm Labor Housing Loans and Grants provide housing and related facilities in rural areas for domestic farm laborers.

Distance Learning and Telemedicine Loans and Grants provide for technology equipment and facilities for linking rural schools within regions, linking schools to other educational institutions, utilizing rural libraries as distance learning centers, linking rural hospitals and medical clinics to major medical centers, interactive video, and distance rural health training.

Energy Efficiency Improvements and Renewable Energy Systems provide grant assistance in development of renewable energy and energy efficiency improvement projects. Renewable systems include wind, solar, biomass, and geothermal. Energy efficiency improvements include energy improvements to business facility including insulation, windows, doors, HVAC, refrigeration, lighting, pumping/air/motor systems, etc.

Housing Preservation Grants offers funding to selected recipient organization to develop program to help repair individual housing, rental properties or coops in rural areas owned and/or occupied by very low and low-income households.

Intermediary Re-Lending Program provides loans to ultimate recipients for community development projects, establishment and expansion of businesses, and creating and/or saving jobs in rural areas.

Rural Cooperative Development Grants establish and operate cooperative development centers in rural areas primarily to improve economic conditions of rural areas via development of new cooperatives and multiple owner businesses and improving existing co-ops' operations.

Rural Business Development Grants are competitive grants designed to support targeted technical assistance, training, and other activities leading to the development or expansion of small and emerging private businesses in rural areas that have fewer than 50 employees and less than $1 million in gross revenues.

Rural Economic Development Loans and Grants provide for a wide range of rural economic development projects in rural areas such as business expansion and start-up, community development, etc.

Home repair and modification assistance. Program provides necessary repairs to homes such as leaky roofs, plumbing issues, electrical problems, handicapped accessible bathrooms and ramps.

HOME REHABILITATION PROGRAM | VILLAGE OF RANTOUL

Provides a major rehabilitation deferred loan program, assistance up to $25,000 is available for major repair or renovation of homes which contain several code-related issues or are in need of significant rehabilitation (cosmetics do not qualify). A minor rehabilitation grant program, under this program a grant of up to $12,000 is provided for code-related repairs of an emergency nature which threatens the health or safety of the occupants of the home. An accessibility grant program that provides grant assistance to an income-eligible homeowner or renter of a single-family residence or up to a four-unit complex to eliminate physical barriers which inhibit the use of the dwelling unit by a person with disability. The maximum grant amount is $7,000.

HOME REPAIRS AND HANDICAP RAMPS | HABITAT FOR HUMANITY QUAD CITIES

Repairs and rehabilitates owner-occupied homes of low-income elderly, disabled, and families with children on a sliding fee scale to the homeowner. Handicap ramps may be built as part of this program as well. Work is supported entirely by contributions of time, labor, material, and money. All able-bodied residents of the home are expected to assist in making repairs.

*Note that the following services are not provided: roofs, foundations, siding, furnaces, lead remediation, chimneys, or work on mobile homes (other than wheelchair ramps, which may be built for mobile homes).

OWNER-OCCUPIED REHABILITATION PROGRAM | DALLAS COUNTY LOCAL HOUSING TRUST FUND, INC.

Financially assists homeowners within Dallas County with housing repairs and correcting code violations by offering forgivable loans. It is funded through grants. The mission of the Dallas County Local Housing Trust Fund is "to provide and expand safe and affordable housing to low income residents of Dallas County"

PROGRAM ELIGIBLE ACTIVITIES include:

1) the property to be assisted must be located within Dallas County
2) proof of home ownership of the applicant must be provided. The property to be assisted must be the homeowner's primary residence and a single family structure
3) property taxes and/or mortgage payments must be current and paid to date and there cannot be any mechanics liens on the property to be assisted
4) income limits of the household must fall at or below 80% of the Area Median Income (AMI) for Dallas County. Priority is given to households at 50% or less of the Area Median Income

NORTHEAST IOWA REGIONAL HOUSING TRUST FUND | UPPER EXPLORERLAND REGIONAL HOUSING AUTHORITY

The Northeast Iowa Regional Housing Trust Fund will assist individuals, community organizations, non-profit and for-profit developers in rehabilitation, repair, and creation of projects that improve the condition of, or contribute to the development of both rental and owner occupied affordable housing in the four county region. Additional assistance will be available for first-time homebuyers for down payment, closing costs and, if necessary, rehabilitation in conjunction with home purchase. Priority will be given to projects addressing repair and rehab issues in aging housing that benefit low income level residents. (i.e. plumbing, electrical, roofing, structural, energy efficiency, lead paint issues and handicap accessibility). The Board will consider both owner-occupied and rental properties, with loan details varying depending on the applicant’s situation, as detailed in the program guidelines.
